Vienna’s Parks & Recreation Master Plan

Vision: Create a vibrant community that is healthy, active, and engaged. 

Mission: Build community through people, parks, and programs. 

On July 7, 2025, Town Council officially adopted Our Plan to Play(PDF, 58MB), Vienna’s first-ever comprehensive Parks and Recreation Master Plan.

This milestone represents 18 months of community engagement, thoughtful analysis, and collaborative planning. Residents, patrons, community partners, Town Council, and staff across departments contributed their time and ideas to help shape a shared vision for Vienna’s parks and recreation system. We are deeply grateful for the input that guided this process.

Our Plan to Play provides a strategic roadmap to ensure Vienna continues to build community through people, parks, and programs.

How the Plan Was Developed

Development of Our Plan to Play included:

• Broad community engagement, including surveys, public meetings, stakeholder sessions, and partner outreach

• Collaboration with Town Council and interdepartmental staff

• System-wide assessment of parks, facilities, programs, and events

• Benchmarking against national standards and peer communities

• Identification of strengths, challenges, and opportunity areas

• Creation of measurable goals and implementation strategies

This process ensures that the plan reflects both current needs and future aspirations for Vienna.
