Town Council

Vienna Town Council is composed of a mayor and six councilmembers. Town Council establishes policies, passes ordinances and resolutions, approves the Town budget, sets tax rates, approves land-use plans, and makes appointments to Town boards and commissions. Council also hires the town manager and appoints the town clerk and town attorney.

Meetings

Town Council meetings and work sessions are open to the public. Residents may address Councilmembers about items not on the meeting agenda and during public hearings. While work sessions are open to the public, there is no opportunity for public comment.

Town Council meetings are held twice monthly at 7:30 p.m. on Mondays, except in July and August. Work sessions generally held once per month at 7 p.m. on Mondays except in July and August. Several budget work sessions are held in March.

Town Council meetings are streamed live on the Town’s website and broadcast live on TVCN, the Town’s cable access channel, channel 27 on Cox and channel 38 on Verizon Fios. Council work sessions are not broadcast. Audio recordings of work sessions are available online within 48 hours of the meeting.

Agendas are available online by the Wednesday before meetings. Minutes are available following approval.

Linda J. Colbert

  • ProfileLinda Jane Colbert is a homegrown resident of Vienna and lifelong community servant. Colbert, who began serving on Town Council in 2014, was elected mayor in 2020.

    Colbert is a math tutor and SAT teacher. She previously taught math at James Madison High School, her own old stomping grounds and alma mater.

Chuck Anderson

  • ProfileChuck Anderson was elected to the Vienna Town Council in 2020. Prior to that, he served on the Planning Commission—where he was chair from 2012 to 2013—the Windover Heights Board of Review, and the executive committee of the Malcolm Windover Heights Civic Association. He has also volunteered as a Neighborhood Watch block captain.

Roy James Baldwin

  • ProfileElected in Vienna Town Council’s first-ever November general election in 2023, Roy James Baldwin previously served as the Chairman of the Town’s Board of Architectural Review from 2021 to 2023, having been a board member since 2006. He is a member of the Vienna Business Association (VBA) and a former member of the Town Business Liaison Committee (TBLC) and the Vienna Elementary PTA.

Doug Francis

  • ProfileDoug Francis was elected to serve on the Vienna Town Council in the November 2025 General Election. He has lived in Vienna since 1996 and has a long record of civic involvement including the North East Vienna Citizens Association, Vienna Lacrosse and the Wolftrap Elementary PTA.

Dann Nash

  • ProfileDann Nash was first elected to serve on the Vienna Town Council in the November 2025 General Election. He has lived in Vienna since 2004 and served on the Vienna Board of Zoning Appeals from 2020-2024, including appointment to BZA Chair in 2022. He has a background in commercial construction and law and is currently employed as the Chief Operating Officer for a local construction company.

Jessica Ramakis

  • ProfileElected in Vienna Town Council’s first-ever November general election in 2023, Jessica Ramakis previously served on the Planning Commission from 2021-2023 and is a former Parent Teacher Association (PTA) Board member for her children’s school. Ramakis, an educational policy professional, has worked in the field as a civil servant for more than 20 years.

Howard J. Springsteen

  • ProfileHoward J. Springsteen has been a resident of Vienna since 1997 and was first elected to Town Council in 2009. He has a long history of community service and neighborhood involvement.

    Before his election to Council, he served on the Transportation Safety Commission for eight years. He also served for nearly 30 years as logistics manager for the Fairfax County Department of Vehicle Services.
