The annual budget serves as the Town’s financial plan. It is the policy document that directs Town actions and programs designed to make sure that Vienna remains a vibrant, safe, and welcoming community with strong services and programs. Fiscal year

The Town of Vienna’s fiscal year runs July 1-June 30.

Adoption of the budget

Town Council adopts an annual budget each spring; by ordinance, the budget, which establishes the tax rate for the coming year, must be adopted by July 1. The Town’s budget must be balanced with estimated revenues equivalent to estimated expenditures.

Types of funds

Four funds comprise the Town of Vienna budget:

  • General fund: The Town’s largest fund accounts for all general operating expenditures and revenues. Revenues are derived primarily from property taxes, other local taxes, licenses, recreation programs, permits, and revenues from other derived governmental units.
  • Debt service fund: This fund is used for payment of interest and principal on long-term general obligation debt and capital leases, except for debt that is payable by the water and sewer fund. Debt service fund revenues are derived primarily from collection of meals taxes plus transfers from the water and sewer fund.
  • Water and sewer fund: This fund accounts for operation of the Town's water and sewer system. Revenues are primarily derived from user charges. The Town purchases water and conveys sewage under intergovernmental agreements with surrounding jurisdictions and agencies.
  • Stormwater fund: This fund provides for operation of the Town's stormwater management programs. Fairfax County charges Town of Vienna residents a stormwater fee on its property tax bills. A portion of these fees is transferred to Vienna for stormwater activities within the Town; Fairfax County uses a portion to fund monitoring services and water quality projects outside of Town to meet Vienna’s requirements included in our stormwater permit.
