Vienna CARES Fund for Residents and Business Workers
The Town of Vienna and Fairfax County are partnering to provide assistance to Town of Vienna residents and employees of Town businesses who have been most impacted by the covid-19 health crisis. The Vienna CARES Fund provides grants for housing and utility bill assistance to eligible individuals.

The fund will provide a total of $100,000 in assistance. The Town of Vienna is funding this program, utilizing federal CARES Act funds provided by Fairfax County.

Eligible Town residents and workers at Town businesses will receive assistance in the form of direct payments (up to one month) for housing expenses (rent or mortgage) and non-municipal utilities (gas or electricity). Recipients do not have to repay these grants.

Interested residents and business workers should first call Fairfax County Coordinated Services Planning (CSP) at 703-222-0880 to be screened and then referred to the Committee for Helping Others (CHO) for assistance. Please read eligibility criteria below before calling Fairfax County CSP. For applicants whose first language is not English, a translator will be made available. 

CHO is a nonprofit organization dedicated to providing integrated services to the underserved in Vienna, Oakton, Dunn Loring, and Merrifield.

Tips for Applying for Assistance

  • Please be patient. Interest in this program in addition to CSP's other services have resulted in significant wait times.
  • Before calling CSP, be sure to have the necessary verification information (proof of income, lease/rental agreement, bill verification of amount owed; see below for more information).
  • When you call, mention the Town of Vienna.
  • CSP is open 8 am-4:30 pm Monday-Friday. Try to call early in the morning and avoid Mondays.
  • You are encouraged to hold, even though wait times may be significant.
  • If you are still in the queue toward the end of the day, your call will be answered.

Eligibility Criteria
  • Residents and workers must meet  income guidelines for households that make 60% of the area median income. More information from Fairfax County.
  • Fairfax County/CHO will collect necessary verification documents from applicants:
    • proof of income/lack of income (i.e. pay stub or unemployment statement)
    • lease/rental agreement
    • bill/verification of amount owed.

Once eligibility has been confirmed, applicants will receive assistance through direct payments for housing-assistance payments and non-municipal utilities.
  • housing assistance includes rent, mortgage, security deposit, other housing fees (late, condo, HOA, etc.)
    • assistance will not include real estate taxes unless necessary to prevent foreclosure
  • eligible utility assistance is for electricity and gas bills
    • assistance is not provided for utilities managed by municipalities

Additional Criteria for Workers at Town of Vienna Businesses
Business workers must meet the criteria described above; in addition:
  • workers must be employed by a business in the incorporated Town of Vienna limits 
  • employee's primary workplace is a business that holds a valid Town of Vienna business license
  • business worker must be a Fairfax County resident.
