Update: Project Terminated
As of July 4, 2013, the Town of Vienna and Arrington Properties, LLC have mutually agreed to terminate the municipal parking structure/mixed-use development project because of the withdrawl of the project's general contractor Suffolk Construction Company, Inc.

History of the Proposal

The Public-Private Education Facilities and Infrastructure Act of 2002 grants a public entity the authority to create public-private partnerships for the development of a wide range of projects for public use if the public entity determines that there is a need for a project and that private involvement may provide the project to the public in a timely or cost-effective fashion. On February 27, 2012 the Town of Vienna adopted Procedures Regarding Requests Made Pursuant to the PPEA.

Under the PPEA, the Town is considering a public-private partnership with Arrington Properties, LLC to develop property at 120 Church Street NW under the Church Street Vision Plan.  Currently, the property is owned by Arrington Properties, LLC and serves as a surface parking lot serving the businesses along the lane adjacent to the property.  The proposal includes a mixed-use development that will be owned and financed by Arrington Properties and sit at the front of the lot facing Church Street.  The mixed-use building will include four to six businesses and three town homes.  The back two-thirds of the lot is proposed to be sold to the Town for $1 so that the Town may finance and maintain a four-level public parking structure.

On August 15 and 16, 2012, the Town hosted three community meetings to discuss this proposal with the public to garner feedback and comments on the project.  On August 20, 2012, the Town Council voted to increase the height limit for municipal parking structures in the Church Street Vision area to a maximum of 50 feet.  The mixed-use development that will front the garage will remain at the 35 feet height limitation that is set for all commercial properties in this zone. 

On July 4, 2013, the Town of Vienna and Arrington Properties, LLC announced the termination of this project due to the withdraw of Suffolk Construction Company, Inc. View the full press release.
