About the Town Manager
Background
Mercury T. Payton has served as Vienna's Town Manager since May 2011. Mr. Payton is responsible for the overall administrative and operations activities of the town. Mr. Payton began his career in public service in the City of Suffolk, Virginia, as a senior administrative analyst in the Department of Management Service in the City Manager’s Office. He then served as Assistant City Manager of Emporia, Virginia, and prior to his current position with Vienna, as Deputy City Manager and City Manager of Manassas Park, Virginia.

Experience
Mr. Payton is an accomplished local government manager. He has over 10 years of experience in local government management in Virginia and has managed local government operations through the toughest economic times in our generation. He has managed over 175 employees, capital projects in excess of $30 million and operating budgets of more than $35 million. He has led staff reorganization efforts, government facility improvement efforts and enhanced regional cooperation.

Accomplishments
Mr. Payton holds a Bachelor of Arts degree in political science from Hampton University and a Master of Public Administration from the University of Delaware. He also completed the Senior Executive Institute leadership development program at the University of Virginia’s Weldon Cooper Center for Public Service in 2008.
