Minutes
The Town Council met in regular session on Monday, November 7, 2007, in the Council Room of the Town Hall, 127 Center Street, South. Mayor M. Jane Seeman, called the meeting to order with the following members of Council present: Laurie G. Cole, Daniel M. Dellinger, Edythe F. Kelleher, George E. Lovelace, and Maud F. Robinson. Councilman Michael J. Polychrones was absent due to back surgery. Also present were John H. Schoeberlein, Town Manager; Steven D. Briglia, Town Attorney; and Carol A. Orndorff, Town Clerk.
The invocation was offered by Rev. Deloris Washington, Ph.D., Marah Christian Counseling Center; followed by the Pledge of Allegiance to the Flag of the United States of America.
APPROVAL OF THE MINUTES OF THE REGULAR COUNCIL MEETING OF OCTOBER 22, 2007.
It was moved for approval of the Minutes of the Regular Meeting of Council of October 22, 2007, subject to the corrections as previously noted.

AWARDS FOR THE 2007 VIENNA HALLOWEEN PARADE.
Mayor Seeman and Councilwoman Kelleher, along with Ms. Rebecca Diamond, Member of the Board of Directors of the Vienna Tysons Regional Chamber of Commerce, and 2007 Parade Chairman, presented the awards to the winners of the various parade categories.
REPORTS AND INQUIRIES OF COUNCIL MEMBERS.
Councilwoman Cole extended congratulatory remarks to the winners in the various parade categories. She then spoke on the appreciation she had for the Town staff in keeping the Town’s rights-of-way from election sign blight.
Councilwoman Cole inquired of the Town Attorney if he had received any further information from the Electoral Board regarding the previous Town election; or any information regarding the 2008 election. Mr. Briglia indicated he had no information official or non-official.
Councilwoman Cole spoke of the survey conducted by the Virginia Municipal League relative to statewide water and sewer rates; and indicated that information was available on-line. Mr. Schoeberlein stated that the survey would be part of the backup material for the Work Session on November 12, 2007.
Councilwoman Robinson inquired about the schedule for the tree replacement on the Town Green, to which Mr. Schoeberlein indicated the replanting would take place the end of November; the delay was caused by the severe draught and then the rains.
Councilman Lovelace indicated that he would not be available on Saturday for the Beulah Road inspection walk.
REPORT OF THE TOWN MANAGER
Mr. Schoeberlein stated he had received a call from the Town Manager of Herndon relative to the proposal discussed at the Town Association of Northern Virginia meeting re the appointment of one representative on the Transportation Authority. He had requested that the Town of Vienna endorse this issue as part of a legislative package; that all the Town’s support the appointment of one representative on the Authority Board as at the current time there is no representative.
Upon discussion, it was the consensus of Council to add this proposal to our legislative package.
Councilman Dellinger indicated it was his understanding that Supervisor Cathy Hudgins at a meeting at the Community Center, stated she had never received a request from the Town of Vienna for any type of help for obtaining a transit shuttle from the Metro Center to the Town. He stated he felt if this was the case, the Council should formulate a resolution to the County requesting this assistance.
Mayor Seeman indicated that she had written several letters to the County transportation staff, Chairman Connolly, etc. in this regard. The Mayor stated Supervisor Hudgins’ meeting was for senior citizens however, she had never received any information as to the outcome of the meeting; she would however, investigate the matter further. Mayor Seeman commented she felt Supervisor Hudgins should be invited to a Council Work Session where various issues could be discussed.

REQUEST APPROVAL TO PURCHASE FOUR CROWN VICTORIA POLICE INTERCEPTORS, 2008 MODELS, UNDER THE TOWN OF VIENNA VEHICLE REPLACEMENT PROGRAM, AT A TOTAL COST OF $106,489.40.
It was moved for approval for the Police Department to ride Commonwealth of Virginia Contract #PF-20416-08 for the purchase of four (4) Ford Crown Victoria Police Interceptor Vehicles at a total cost of $106,489.40.

REQUEST AUTHORIZATION TO RIDE TOWN OF LEESBURG CONTRACT IFB NUMBER 100313-FY07-01 IN ORDER TO PURCHASE ONE 2008 FORD F550-4X2 TRUCK CHASSIS, EQUIPPED WITH #210 ALTEC MODEL AT37-C TELESCOPING ARTICULATING AERIAL DEVICE, FROM ALTEC INDUSTRIES, INC., UNDER THE APPROVED TOWN OF VIENNA VEHICLE REPLACEMENT PROGRAM FOR USE BY THE GENERAL MAINTENANCE DIVISION OF PUBLIC WORKS.
It was moved for approval to ride the Town of Leesburg, Virginia IFB contract #100313-FY07-01 to purchase one 2008 Ford F550, 4x2 white truck chassis, to be equipped with #210 Altec Model AT37-C Telescoping Articulating Aerial Lift Device, from Altec Industries Inc., of Elizabethtown, Kentucky, under the Vehicle Replacement Program for vehicle number 45, with an estimated cost of $75,570.00.

REQUEST APPROVAL TO USE CAPITAL IMPROVEMENT PROJECTS (CIP) BOND FUNDS FOR CONSTRUCTION OF NEW SIDEWALKS AT 200 AND 202 McHENRY STREET S.E., UNDER CONTRACT IFB 05-10, “ANNUAL CONTRACT FOR GENERAL CONSTRUCTION SERVICES” FROM SAGRES CONSTRUCTION CORPORATION WITH AN ESTIMATED COST OF $24,869.17.
It was moved for approval of the proposal for new sidewalks located at 200 and 202 McHenry Street, S.E. under IFB 05-10, Annual Contract for General Construction Services from Sagres Construction Corporation, with an estimated cost of $24,869.17.

REQUEST APPROVAL OF A RESOLUTION DESIGNATING THE TOWN MANAGER AS THE SIGNATORY FOR FUNDING AGREEMENTS WITH THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT), AND REQUEST APPROVAL FOR $75,000.00 FROM THE CONGESTION MITIGATION AND AIR QUALITY PROGRAM FUNDS, FOR WHICH THE TOWN OF VIENNA WILL BE REIMBURSED IN FULL BY VDOT.
It was moved for approval of a Resolution authorizing the Town Manager to be signatory for VDOT Standard Project Administration Agreements between the Town of Vienna and the Virginia Department of Transportation. It was further moved for approval to expend $75,000.00 to be reimbursed by VDOT.
