5. REQUEST FOR APPROVAL OF MODIFICATIONS FROM SITE PLAN REQUIREMENTS FOR THE CONVERSION OF THE WHITE OAK TOWER INTO OFFICE CONDOMINIUMS.

(Council consideration to make exceptions to the normal parking space requirements for the commercial property at 301 Maple Avenue West.)

Modification for required number of parking spaces disapproved; all other modifications requested were approved.







6. REQUEST APPROVAL TO PURCHASE T-1 SERVICE WITH A POINT-TO-POINT CIRCUIT AND THE REQUIRED CISCO ROUTER FOR THE POLICE DEPARTMENT’S COMPUTER AIDED DISPATCH, LAW ENFORCEMENT RECORDS MANAGEMENT, AND MOBILE DATA SYSTEMS.

(Council consideration of purchasing these services to provide the data connection between the CAD/RMS system and the interface to Verizon Wireless, which links the system to the mobile police computers.)

Approved.






7. REQUEST APPROVAL TO RIDE GENERAL SERVICES ADMINISTRATION CONTRACT #GS-35F-0119P FOR THE PURCHASE OF WIRELESS AIRTIME FROM VERIZON WIRELESS FOR THE POLICE DEPARTMENT’S COMPUTER AIDED DISPATCH, LAW ENFORCEMENT RECORDS MANAGEMENT, AND MOBILE DATA SYSTEMS.

(Council consideration to ride a Federal Government contract for the wireless data link to make this connection possible.)

8. RECOMMENDATION FROM THE DEPARTMENT OF PARKS AND RECREATION TO AWARD RFP 05-06 , VIENNA TOWN GREEN ARCHITECTURAL AND ENGINEERING SERVICES, TO LARDNER/KLEIN LANDSCAPE ARCHITECTS, P.C.

(Council consideration to hire Lardner/Klein Landscape Architects for architectural and engineering services, consulting services, and construction management for the Vienna Town Green project.)

Approved.






9. RECOMMENDATION FROM THE DEPARTMENT OF PARKS AND RECREATION TO RIDE U.S. COMMUNITIES CONTRACT WITH CUNNINGHAM & ASSOCIATES, INC. FOR GLYNDON PARK PLAYGROUND EQUIPMENT.

(Council consideration to use Cunningham & Associates, Inc. to replace the playground equipment at Glyndon Park.)

10. REQUEST TO RIDE A FAIRFAX COUNTY CONTRACT WITH AM-LINER EAST, INC. FOR SEWER REHABILITATION- CIPP METHOD.

(Council consideration to have them re-line 7,426 linear feet of sanitary sewer, with funding to come from Capital Improvement Project Funds.)

11. REQUEST TO AWARD IFB 05-10, ANNUAL CONTRACT FOR GENERAL CONSTRUCTION SERVICES, TO SAGRES CONSTRUCTION CORPORATION.

(Council consideration of this annual contract, with funding to come from various Capital Improvement Projects and General Fund accounts.)

Approved.






12. REQUEST TO PURCHASE AND EXPEND APPROVED BUDGETED FUNDS FOR BRICKS USED FOR REPAIRS ON MAPLE AVENUE AND CHURCH STREET, FROM POTOMAC VALLEY BRICK & SUPPLY AS A SOLE SOURCE PROVIDER.

(Potomac Valley Brick and Supply is the only known source that provides the original bricks for the Maple Avenue and Church Street projects.)

Approved.






13. REQUEST TO PURCHASE PRECISION SOLAR TRAFFIC SIGNAL EQUIPMENT FROM ATLANTIC TECHNICAL SALES AS A SOLE SOURCE PROVIDER.

(Atlantic Technical Sales is the only supplier of Precision Solar traffic equipment in the Middle Atlantic area which is compatible with the Town’s traffic signal system.)

Approved.






14. REQUEST TO PURCHASE TRAFFIC SIGNAL EQUIPMENT FROM J.O. HERBERT COMPANY, INC. AS A SOLE SOURCE PROVIDER.

(J.O. Herbert Company, Inc. is the only supplier of Peek traffic equipment in the Middle
Atlantic area that meets the Town’s specifications.)

Approved.






15. REQUEST AUTHORIZATION TO EXPEND APPROVED BUDGETED FUNDS FOR PRIVATE LANDFILL USAGE WITH LORTON LANDFILL AS A SOLE SOURCE SUPPLIER.

(Lorton Landfill is the only source practicably available, and the only one who bid on this.)

16. REQUEST AUTHORIZATION TO PURCHASE ONE ASPHALT ZIPPER FROM ASPHALT ZIPPER, INC. AS A SOLE SOURCE PROVIDER.

(Asphalt Zipper, Inc. is the sole manufacturer of the patented bucket-mounted portable milling and trenching machine that the Department of Public Works wishes to purchase.)

17. CONSENT AGENDA – REQUESTING APPROVAL OF CONTRACTS FOR THE DEPARTMENT OF PUBLIC WORKS: GASOLINE; TIRES AND TUBES; TRUCK AND AUTO PARTS, SERVICE, AND WARRANTY WORK; CONCRETE; CONCRETE REPAIR; ASPHALT MILLING, OVERLAY AND REPAIR; TRAFFIC MARKING; ENGINEERING SERVICES; UNDERGROUND UTILITY MARKING; PURCHASE OF MANHOLE RISER RINGS, UNIFORMS, CLOTHING AND ACCESSORIES, INDUSTRIAL SUPPLIES, HVAC SUPPLIES AND LAMPS; RE-ROOFING THE SALT DOME; AND COMMERCIAL TRASH SERVICE FOR THE APARTMENTS AND CONDOMINIUMS.

(These contract items have been grouped together in order to simplify the award process. Some of the contracts are being renewed and extended as allowed under their existing terms, and some are government contracts which have been competitively bid and awarded, and the Town is seeking approval to ride. This saves the Town the expense of the annual bidding and award process, and helps ensure that the Town is able to secure the lowest possible prices.)

18. APPOINTMENT OF TOWN OFFICIALS FOR FISCAL YEAR 2005-2006.

(Council consideration of the appointments of the Town Manager, the Town Attorney, the Town Treasurer, and the Town Clerk.)

Appointed.






19. ADOPTION OF PROPOSED ORDINANCE AMENDMENTS TO THE TOWN CODE, CHAPTER 9, MOTOR VEHICLES AND TRAFFIC, ARTICLE 1, IN GENERAL, SECTION 9-3, ADOPTION OF STATE CODE.

(Each year the Town must incorporate the changes that the State of Virginia has made to the motor vehicle and driving under the influence provisions of the Virginia Code.)

20. SET DATE FOR CLOSED SESSION FOR MATTERS OF PERSONNEL – TOWN COUNCIL ANNUAL ORGANIZATIONAL MEETING.

(Council consideration for local committee appointments to the Northern Virginia Regional Commission, representative to the Fairfax County Board of Supervisors, etc. etc.)
