5. PUBLIC HEARING ON A PROPOSED ORDINANCE TO AMEND THE CODE OF THE TOWN OF VIENNA, CHAPTER 18, ZONING, ARTICLE 18, SUPPLEMENTAL REGULATIONS, BY ADDING A NEW SECTION 18-173.16, SECURITY FENCES.
{The Town Code has no specific regulations regarding security fences, and the proposed ordinance will address that.}

6. RENEWAL OF IFB 04-03, NEWSLETTER PAPER.
{ In October 2003, after going out for bid, the Town awarded a contract to Lindenmeyr Munroe of Jessup, Maryland to purchase the paper for the Town Newsletter. Paper quality and delivery service have been outstanding, and we now have the option to renew the contract for another year.}

7. AMENDMENT TO THE CIVILIAN RETIREMENT PLAN.
{ It has been recommended that the retirement plan be amended to have one employee, a member of the Civilian Retirement Plan, be a member of the Vienna Civilian Retirement Plan Administrative Retirement Committee, in order to allow for greater employee participation and ownership in the program.}
Approved.
8. ADOPTION OF A RESOLUTION AUTHORIZING THE IMPLEMENTATION OF A RETIREMENT HEALTH SAVINGS PLAN.
{ It has been recommended that the Town set up a program which allows employees to save up for the cost of future medical expenses for themselves, their spouse, and/or their dependents, on a tax-free basis.}

9. APPROVAL TO RIDE COUNCIL OF GOVERNMENTS CONTRACT FOR THE PURCHASE OF ROAD DE-ICING SALT FROM INTERNATIONAL SALT COMPANY OF CLARKS SUMMIT, PENNSYLVANIA.
{ Montgomery County, Maryland is the lead jurisdiction for the cooperative purchase of road de-icing salt, and the Town could ride its contract. It is estimated that the Town should purchase 600 tons of road salt for the winter, and the bid price is $49.02 per ton.}

10. REQUEST FOR ADDITIONAL FISCAL YEAR 2004-2005 FUNDS FOR IFB 02-24 TO CALICO INDUSTRIES, INC. OF ANNAPOLIS JUNCTION, MARYLAND, FOR PLASTIC TRASH BAGS FOR SALE TO TOWN RESIDENTS.
{Calico Industries, Inc. is requesting an increase in price of about 20% for current and future orders of trash bags, because the cost of natural oil/resins has increased dramatically over the last several months, and is expected to remain unstable through the first half of 2005.}
Request Disapproved.
11. REQUEST AUTHORIZATION TO PURCHASE AND EXPEND APPROVED FISCAL YEAR 2004-2005 BUDGETED FUNDS IN AN ESTIMATED AMOUNT OF $11,693.20 FOR A REPLACEMENT TRAFFIC CABINET, TO J.O. HERBERT COMPANY, INC. AS A SOLE SOURCE SUPPLIER.
{The traffic cabinet on Church Street and Beulah Road was severely damaged in an accident. J.O. Herbert Company, Inc. of Midlothian, Virginia is the only known manufacturer of the P-44 Vienna Cabinet, LMD 9211 with standard “D” module, fsk local LMD closed loop panel, Marinco 50A generator plug, Lota 50A Automatic Transfer Switch, Double Diamond CMU, 12 I/O loadswitches, 16 position card rack with 8 two channel detector cards that meets Town specifications and is compatible with our traffic signal system.}

12. AWARD OF IFB 05-02 PURCHASE AND INSTALLATION OF TWO KILNS AND VENTS FOR THE BOWMAN HOUSE.
{Bids were solicited for the replacement of two kilns, and the only response was received from Campbells Ceramic Supply of Richmond, Virginia. The cost is $5,940.00, which is within the budgeted amount.}
