PUBLIC HEARING AND RECEIPT OF PROPOSED LEASES FOR SPACE AT THE WRIGHT BUILDING, 144 MAPLE AVENUE EAST, VIENNA.


[The former restaurant space at the Wright Building is available for a short-term lease.]


Action: Accepted and approved lease proposal from Vienna Presbyterian Church.

RECOMMENDATION FROM THE TRANSPORTATION SAFETY COMMISSION ON A REQUEST TO OPEN CHURCH STREET, N.W. TO TWO-WAY TRAFFIC BETWEEN LAWYERS ROAD AND PLEASANT STREET.


[The Commission recommends that Church Street remain as is for now.]


Action: Petition requesting opening of Church Street denied.

RECOMMENDATION FROM THE TRANSPORTATION SAFETY COMMISSION ON A REQUEST FOR AUDIBLE PEDESTRIAN CROSSING SIGNALS.


[Consideration of audible pedestrian signals at the intersections of Maple Avenue & Center Street, and Maple Avenue & Lawyers Road/ Courthouse Road, for the safety of blind pedestrians.]


Action: Approved

ACCEPTANCE OF PUBLIC IMPROVEMENTS AT 200 AND 202 TALAHI ROAD S.E. SUBDIVISION.


[The construction company is requesting reduction of their bond, and acceptance of the public improvements into the Town’s system for maintenance.]

Action: Approved



9.
CONSENT AGENDA: Contracts for Police Uniforms, Radio and Recording Equipment Maintenance; Concrete and Asphalt Repair; Purchase of Plastic Trash Bags, Manhole Riser Rings, Safety Shoes, Emergency Vehicle Lighting, Sirens and Accessories; Commercial Recycling and Trash Service; and Automotive Parts and Repair Services are being considered for renewal and extension as allowed under the existing terms. Also, some of the above noted items are State and Fairfax County Contracts which have been competitively bid and awarded, that the Town is seeking approval to ride. (This saves the Town the expense of the annual bidding and award process, and helps ensure that the Town is able to secure the lowest possible prices.)


[The eleven various contract items noted above are routine, ongoing expenses incurred by the Department of Public Works and the Police Department.]


Action: All consent agenda items approved

APPOINTMENT OF LAURIE C. DAUGHERTY TO THE TOWN/ BUSINESS LIAISON COMMITTEE.


[Laurie C. Daugherty has been approved to replace Elmer Clegg, effective July 12, 2004 through December 1, 2005.]

Action: Approved



11.
ADOPTION OF A PROPOSED ORDINANCE TO AMEND CHAPTER 20, REGULATING CONDUCT IN PUBLIC PARKS AND RECREATIONAL FACILITIES, ARTICLE 4, RECREATIONAL ACTIVITIES, SECTION 20-11, WEAPONS, OF THE CODE OF THE TOWN OF VIENNA.


[This proposed Ordinance would make the Town of Vienna’s Code conform to changes enacted in April of this year by the General Assembly of Virginia.]


Action: Adopted.


12.
RESCHEDULING OF NOVEMBER TOWN COUNCIL MEETINGS IN 2004.


[If Council agrees, the November meetings could be moved back a week to November 8th, 15th (work session), and 22nd, to avoid scheduling five weekly meetings in a row in October and November.]

Action: Approved



13.
RESCHEDULING OCTOBER 2005 TOWN COUNCIL MEETING DATE.


[Next year in October 2005, the Monday nights when the Town could normally hold Council Meetings coincide with the beginning of Rosh Hashanah, Columbus Day, the Virginia Municipal League conference, and Halloween. The Council will consider Tuesday, October 4, 2005 as an alternate meeting date.]


Action: Meeting date changed to 10/4/05.



14.
DISCUSSION OF PROPOSED OUT-OF TURN PLAN AMENDMENT S02-11-V22 (FAIRLEE/ VIENNA METRO) TO THE FAIRFAX COUNTY COMPREHENSIVE PLAN, AND POSSIBLE COMMUNICATION FROM COUNCIL TO THE FAIRFAX COUNTY PLANNING COMMISSION.


[The Project in question is called “Metro West” by the developer, Pulte Homes, and would be near the Vienna Metro Station. Pulte proposes development of 2,400 residential units (apartments, condos, and townhouses) plus 300,000 square feet of commercial space, including three 14 story buildings and four 12 story buildings.]

Action: Approved submitting a letter to the County in opposition.



15.
AUTHORIZATION FROM COUNCIL TO EXPEND FISCAL YEAR 2004-2005 FUNDS FOR PROPOSED EMERGENCY RESPONSE PLAN (ERP) WHICH IS A FOLLOW UP TO THE TOWN’S COMPLETED VULNERABILITY ASSESSMENT, BOTH MANDATED UNDER THE AUTHORITY OF THE ENVIRONMENTAL PROTECTION AGENCY (EPA), PER THE PUBLIC HEALTH, SECURITY, AND BIO-TERRORISM RESPONSE ACT SIGNED ON JUNE 12, 2003.


[A proposal that meets these specifications has been submitted by Engineering and Planning firm, Whitman, Requardt & Associates, with an estimated cost of $14,732.00.]

Action: Approved

16. Approved a resolution opposing increased power line transmission along the W&OD Trail from the Pleasant View Substation to a proposed substation east of Purcellville.

17. Set date for a special meeting of Council on Monday, July 26, 2004, at 8 p.m. to hear an appeal filed by Mr. and Mrs. Frank Lillis of a decision by the Windover Heights Board of Review re: 315 Windover Ave., N.W.
