5. PUBLIC HEARING ON A PROPOSED ORDINANCE TO AMEND CHAPTER 6, FINANCE AND TAXATION, ARTICLE 2, UTILITY TAXES, OF THE CODE OF THE TOWN OF VIENNA, ADDING A NEW LOCAL TELECOMMUNICATION TAX PROVISION.
(This provision would direct the local mobile telecommunications taxes paid by Vienna residents to the Town of Vienna instead of the County of Fairfax.)

6. PUBLIC HEARING ON AN INCREASE IN WATER AND SEWER RATES FOR THE FISCAL YEAR BEGINNING JULY 1, 2004.
(This Ordinance would raise water rates 12 cents for every thousand gallons used, and raise sewer rates 18 cents per thousand.)

7. PUBLIC HEARING ON A REVISED SOLID WASTE MANAGEMENT PLAN.
(New regulations from the Department of Environmental Quality require the Town of Vienna to provide a complete, revised solid waste management plan by July 1, 2004.)

8. PUBLIC HEARING ON A PROPOSED ORDINANCE TO AMEND CHAPTER 3 OF THE CODE OF THE TOWN OF VIENNA, ANIMALS AND FOWL, ARTICLE 2, DOGS GENERALLY, SECTION 3-6, OWNER ALLOWING DOGS TO RUN PROHIBITED.
(This Ordinance would make the Town of Vienna’s laws consistent with the State of Virginia’s laws, and lower the maximum fine from $500.00 to $250.00 for allowing dogs to run at large, and changing the violation from a Class 3 to a Class 4 misdemeanor.)

9. BUDGET REQUEST FOR A VIENNA SHOPPING GUIDE.
(The Town/Business Liaison Committee has been working on the creation of a Shopping Guide for the Town of Vienna to publish and distribute.)

10. REQUEST FOR APPROVAL OF THE PURCHASE OF ARCIMS SOFTWARE ($6,214.80 TOTAL SOFTWARE AMOUNT) FOR THE TOWN’S GEOGRAPHIC INFORMATION SYSTEM.
(ArcIMS software provides a framework for distributing the Geographic Information System services and data over the web.)

11. AWARD OF SOLE SOURCE CONTRACT: INOVA URGENT CARE OF VIENNA (INOVA HEALTH SYSTEMS).
(Inova Medical Care of Vienna provides emergency medical treatment for injured Town employees, substance testing when necessary, and pre-employment physicals, audiograms, etc. as needed.)

12. REFERRAL OF A CONDITIONAL USE PERMIT APPLICATION FOR CONTINUED LEAF STORAGE AND ASSOCIATED MULCH OPERATIONS AT 442 BEULAH ROAD N.E. TO THE PLANNING COMMISSION AND THE BOARD OF ZONING APPEALS.
(The Mayor and Council will formally submit a Conditional Use Permit application to these boards for review and approval specifically regarding the aspect of Zoning legality.)
Referred to Planning Commission and Board of Zoning Appeals for public hearing and recommendation.
13. RESOLUTION AUTHORIZING THE PURCHASE OF EQUIPMENT THROUGH A CAPITAL LEASE IN FISCAL YEAR 2004-2005.
(This resolution authorizes the capital lease financing of equipment as part of the Vehicle and Equipment Replacement Program.)

14. COOPERATIVE PURCHASE APPROVAL: OFFICE DEPOT /U.S. COMMUNITIES CONTRACT- FISCAL YEAR 2004-2005.
(Council approval is requested to continue using a contract with Office Depot in an annual amount estimated not to exceed $35,000.00.)

15. RENEWAL OF FINANCIAL SYSTEM SOFTWARE AND HARDWARE SUPPORT BY SUNGARD/PENTAMATION ENTERPRISES, INC. FOR FISCAL YEAR 2004-2005.
(The Town’s central financial system consists of highly integrated software and hardware components from 7 different vendors, all purchased, customized, and installed by Sungard/Pentamation Enterprises, Inc.)
Approved.
16. APPOINTMENT OF MICHAEL J. POLYCHRONES TO THE TOWN COUNCIL TO FILL THE UNEXPIRED TERM OF ALBERT J. BOUDREAU.
(Former Councilman Boudreau moved out of State before the expiration of his term of office on June 30, 2004. Michael Polychrones has been elected to a term of office which begins on July 1, 2004, so he will fill Boudreau’s unexpired term.)

17. ADOPTION OF A RESOLUTION RECOGNIZING MR. BRUCE OLIVER UPON HIS RETIREMENT AS PRINCIPAL OF THOREAU MIDDLE SCHOOL.
(Mr. Oliver has served as Principal at Thoreau for 16 years.)

18. ADOPTION OF TOWN OF VIENNA 2004-2005 FISCAL YEAR BUDGET.
(There are no increases proposed in Bank, Net Capital, or Utility Tax rates, and the Real Estate tax rate will decrease by one cent per $100.00 of assessed valuation.)
