5. PUBLIC HEARING ON THE PROPOSED BUDGET FOR FISCAL YEAR 2004-2005.
/This is a Public Hearing on next year’s Town of Vienna Budget. Next fiscal year begins on July 1, 2004./
(Public Hearing closed; to be placed on Agenda of June 7, 2004 for adoption.)



6. PUBLIC HEARING ON A PROPOSED ORDINANCE TO AMEND CHAPTER 18 OF THE TOWN CODE, ZONING, ARTICLE 2, DEFINITIONS.
/This amendment would add the words “including, but not limited to, patios and decks” to the definition of the term “structure” as found in Section 18-4 of the Zoning Regulations./

7. REQUEST FOR TRAFFIC CALMING ON BRANCH ROAD, SOUTHEAST, BETWEEN ECHOLS AND LOCUST STREETS.

Approved the following Traffic Calming measures:
1. Relocation of the stop sign on Echols Street closer to the intersection;
2. Roadway paint striping at intersections along Branch Road, particularly at Echols Street.
3. Designation of a crosswalk for school children across Echols Street at Branch Road, with appropriate signage.
4. Installation of 2 modified speed humps between Echols and Locust Streets, at locations to be determined by the Director of Public Works.
5. Installation of 3-Way Stop Sign at Echols and Branch.
6. Installation of 3-Way Stop Sign at Locust and Branch Streets.
7. Installation of Crosswalk across Branch at Locust Street. (North side)



8. CONSIDERATION OF A WIDE AREA NETWORK FOR VOICE, DATA, AND VIDEO TRANSMISSION OVER EXISTING FIBER-OPTIC CABLING, BETWEEN TOWN OWNED BUILDINGS.
/In August 2003 Cox Communications turned over a fiber-optic network to the Town for its private use. Its use is being explored as a cost saving method, as well as a more efficient, more secure method of communication./

9. PROPOSED ORDINANCE TO AMEND CHAPTER 6 OF THE TOWN CODE, FINANCE AND TAXATION, ARTICLE 2, UTILITY TAXES, BY ADDING A NEW LOCAL TELECOMMUNICATIONS TAX PROVISION.
/If enacted, local mobile telecommunication taxes would go to the Town of Vienna instead of Fairfax County./

10. PROPOSED ORDINANCES TO AMEND CHAPTER 18 OF THE TOWN CODE, ZONING, ARTICLES 2, DEFINITIONS; 17, ACCESSORY BUILDINGS, SWIMMING POOLS AND PRIVATE PARKING AREAS; AND 18, SUPPLEMENTAL REGULATIONS, TRAILERS.
/These amendments modify or add to the ordinances relating to “public use trailers” and “manufactured homes,” and address issues related to school, government and public safety uses./
(Referred to Planning Commission for review and public hearing.)



11. PROPOSED ORDINANCE TO AMEND CHAPTER 10 OF THE TOWN CODE, OFFENSES – MISCELLANEOUS, ARTICLE 4, OFFENSES AGAINST MORALITY AND DECENCY, SECTION 10-34, DRUNKENNESS OR PROFANE SWEARING.
/This proposed change would conform the Town Code with the State of Virginia Code./
(Approved; to be placed on the Agenda of May 24, 2004 for adoption.)



12. PROPOSED ORDINANCE TO AMEND CHAPTER 9 OF THE TOWN CODE, MOTOR VEHICLES AND TRAFFIC, ARTICLE 1, IN GENERAL, SECTION 9-3, ADOPTION OF STATE CODE.
/Every year, the Town must adopt any changes made to the State of Virginia Laws regarding motor vehicles and driving under the influence./

13. REQUEST TO SET A DATE FOR A PUBLIC HEARING FOR A REVISED SOLID WASTE MANAGEMENT PLAN.
/The Department of Environmental Quality’s revised regulations require the Town to provide a complete, revised solid waste management plan no later than July 1, 2004, and hold a public hearing on it./

14. PROPOSED ORDINANCE TO AMEND CHAPTER 3 OF THE TOWN CODE, ANIMALS AND FOWL, ARTICLE 2, DOGS GENERALLY, SECTION 3-6, OWNER ALLOWING DOGS TO RUN PROHIBITED.
/This Ordinance would make the Town Code consistent with the State Code, and lower the maximum fine from $500.00 to $250.00./

15. SET DATE FOR CLOSED SESSION
/A date prior to the end of the Fiscal Year and Adoption of the Budget must be set in order to have the annual review for the Town Manager, Town Attorney, and Town Clerk./
