5. MOOREFIELD HOUSE RAZING
The Council will consider the Recommendation of the Parks and Recreation Director and Historic Vienna, Incorporated that the Moorefield House be razed and an appropriate Historical Memorial be constructed on site.
APPROVED; ALSO APPROVED PLACEMENT OF AN APPROPRIATE HISTORICAL MARKER.

6. HISTORIC VIENNA, INCORPORATED LEASE
The Council will consider the renewal of a five (5) year lease between Historic Vienna, Incorporated and the Town of Vienna for those premises known as 131 Church Street, N.E., Vienna, Virginia, and the improvements thereon known as the Freeman House and the Library building.
APPROVED.

7. APPROVAL OF REQUEST TO CONDUCT THE SATURDAY FARMERS’ MARKET BY THE VIENNA JAYCEES
The Council will consider approving the request of the Vienna Jaycees to continue operation of the Vienna Farmers’ Market from May 3, 2003 through October 25, 2003, and also to continue to pay the $25.00 per Saturday operational fee to the Vienna Jaycees.
APPROVED.

8. ASSET FORFEITURE ACCOUNT EXPENDITURE
The Council will consider approval of a request to pay for a rental vehicle for the Police Department Narcotics Section, at a monthly rental rate of $868.64 for approximately a six (6) month period, using funds from the asset forfeiture account.
APPROVED.

9. CONTRACT 99-16, RECYCLABLE MATERIAL PROCESSING ASSIGNMENT AGREEMENT BY AND BETWEEN FCR VIRGINIA, INC. AND THE TOWN OF VIENNA
The Council will consider approval to execute an Assignment Agreement for Contract 99-16, Recyclable Material Processing, from FCR Virginia, Inc. to Recycle America Alliance, LLC. until the final expiration date of March 8, 2003.
APPROVED.

10. RECOMMENDATION FROM THE TRANSPORTATION SAFETY COMMISSION ON A 4-WAY STOP SIGN AT MOORE AVENUE AND GLYNDON STREET, S.E.
The Council will consider the installation of a Stop Sign at the intersection of Moore Avenue, S.E. and Glyndon Street S.E.
NO ACTION TAKEN, AS RECOMMENDED BY THE TRANSPORTATION SAFETY COMMISSION.

11. SPECIAL LEGISLATION THAT PROVIDES GROUPS WITH AN EXEMPTION FROM TOWN PROPERTY TAXES
The Council will consider approval of special legislation suspending certain property owners’ tax exempt status for payment of real estate property taxes to the Town.
Approved suspension of requests for consideration of tax exemption for special groups.
APPROVED SUSPENSION OF REQUESTS FOR CONSIDERATION OF TAX EXEMPTION FOR SPECIAL GROUPS.

12. REFERRAL TO THE PLANNING COMMISSION OF THE REQUEST TO REMOVE THE PROPERTY ADDRESSED AT 130 PLEASANT STREET, N.W. FROM THE WINDOVER HEIGHTS HISTORIC DISTRICT
The Council will consider referring a request to the Planning Commission to remove the property addressed as 130 Pleasant Street, N.W. from the Windover Heights Historic District.
REQUEST REFERRED TO THE PLANNING COMMISSION FOR PUBLIC HEARING AND RECOMMENDATION.

13. ADOPTION OF A PROPOSED ORDINANCE TO AMEND ARTICLE 21.1, CHAPTER 18 OF THE VIENNA TOWN CODE PERTAINING TO CHESAPEAKE BAY PRESERVATION AREAS AND AMENDMENTS NECESSARY TO COMPLY WITH ADOPTED CHANGES TO THE CHESAPEAKE BAY PRESERVATION AREA DESIGNATION AND MANAGEMENT REGULATIONS (9 VAC 10-20, ET.SEQ.)
The Council will consider adopting a proposed ordinance to amend Article 21.1, Chapter 18 of the Vienna Town Code, pertaining to Chesapeake Bay Preservation Areas and amendments necessary to comply with adopted changes to the Chesapeake Bay Preservation Area designation and management regulations.
