2. Approval of the Minutes: Regular Meeting of January 28, 2002, Three Public Hearings of January 28, 2002; and the Regular Meeting of February 4, 2002.

5. VIENNA’S FARMERS’ MARKET
The Council will discuss the Vienna Saturday Farmers’ Market for the 2002 season.
Approved; Vienna Jaycees to operate market.

6. REPLACEMENT OF LIGHTS AT WATERS AND CAFFI FIELDS
The Council will consider participating in the Vienna Elementary Replacement Lighting Program and help fund the replacement of lights at Waters and Caffi fields.
Approved.

7. AWARD OF IFB 02-12, TRAILER MOUNTED AIR COMPRESSOR, FOR THE PUBLIC WORKS DEPARTMENT
The Council will consider awarding IFB 02-12, Trailer Mounted Air Compressor, for the Public Works Department to Washington Air Compressor and Rental Company at a cost of $13,189.00.
Approved.

8. AWARD OF IFB 02-13, WALK-BEHIND ROLLER, FOR DEPARTMENT OF PUBLIC WORKS
The Council will consider awarding IFB 02-13, Walk-Behind Roller, to Rental Service Corporation (RSC) at a cost of $8,898.00.
Approved.

9. AWARD OF JULY FOURTH 2002 FIREWORKS DISPLAY CONTRACT
The Council will consider awarding the July 4th 2002 fireworks contract to Schaefer Pyrotechnics, Inc. at a cost of $7,750.00.
Approved.

10. REFERRAL OF PROPOSED BICYCLE ROUTE BETWEEN NOTTOWAY PARK AND THE W&OD TRAIL TO THE TRANSPORTATION SAFETY COMMISSION FOR REVIEW AND RECOMMENDATION
The Council will consider referring to the Transportation Safety Commission for review and recommendation the concept of a proposed bicycle route between Nottoway Park and the W&OD Trail.
Approved to refer to TSC for review and recommendation.


11. APPOINTMENT TO THE FAIRFAX COMMUNITY CRIMINAL JUSTICE BOARD
The Council will consider appointing Mary Flynn to the Fairfax Community Criminal Justice Board.
Appointed Mary Flynn for one year.

12. PROPOSED ORDINANCE TO AMEND THE TOWN CODE CHAPTER 10 OFFENSES – MISCELLANEOUS, ARTICLE 7, OFFENSES AGAINST PUBLIC POLICY; SECTIONS 10-79, BINGO GAMES AND RAFFLES, THROUGH 10-79.13, ONLY RAFFLES, BINGO AND INSTANT BINGO GAMES PERMITTED
The Council will consider approving a proposed ordinance to amend Chapter 10, Offenses – Miscellaneous; Article 7, Offenses Against Public Policy, Section 10-79, Bingo Games and Raffles, through 10-79.13, Only Raffles, Bingo and Instant Bingo Games Permitted in the Town Code.
Approved; to be placed on 3/18/02 agenda for adoption.

13. ADOPTION OF A PROPOSED ORDINANCE TO AMEND CHAPTER 18, ZONING, ARTICLE 24, REZONING AND AMENDMENTS, SECTION 18-246 OF THE CODE OF THE TOWN OF VIENNA, PLANNING COMMISSION NOTICE AND HEARING, BY STRIKING THE WORD “SIX” AND INSERTING THE WORD “FIVE” PERTAINING TO THE NUMBER OF DAYS BETWEEN FINAL PUBLICATION AND THE PUBLIC HEARING
The Council will consider adopting a proposed ordinance to amend Chapter 18, Zoning, Article 24, Rezoning and Amendments; Section 18-246, Planning Commission Notice and Hearing, by striking the word “six” and inserting the word “five” pertaining to the number of days between final publication and the public hearing.
Adopted.

14. CONVENE INTO CLOSED SESSION FOR PURPOSES OF DISCUSSION RELATIVE TO POTENTIAL LITIGATION
The Council will consider convening into a closed session for purpose of discussing potential litigation in accordance with Section 2.1-344(A)(7) of the Code of Virginia, 1950 as amended.
Closed session continued until March 4, 2002.
