BOARD OF ARCHITECTURAL REVIEW
MINUTES
March 20, 2008
The Board of Architectural Review met in regular session in the Council Room of the Vienna Town Hall, 127 Center Street, South, Vienna, Virginia, with Shirley Damon presiding as Chair. The following members were present: Roy Baldwin, Laine Hyde, David Lanphear, and Paul Layer. Staff members Linnea E. Fechter, Senior Planner and Board Clerk, Jennifer Murphy are present.

Ms. Murphy called roll. All members are present.
APPROVAL OF MINUTES:
Ms. Hyde made a motion that the February 21, 2008, meeting minutes be approved as drafted. Mr. Baldwin seconded the motion.

ITEM NO. 1:
Request for approval of signage for Lee Car Wash located at 159 Maple Avenue, W, (Docket No. BAR-16-08), in the C-2 General Commercial zoning district; filed by Hwang Kim, of Potomac Signs.
No one was present on behalf of the application.
Chairwoman Damon stated that she had wanted to ask the applicant if the sign box and pole would be painted. Mr. Layer stated that the sign is already up. Mr. Baldwin agreed stating that the sign that is up has a large solid blue arrow that is not shown on the application. Additional discussion followed and was determined that the applicant needs to submit drawings that accurately reflect the application.
Mr. Baldwin asked staff why, it seemed, that there are a lot of sign applications where the sign has already been installed. He stated that upon review of the Town’s sign ordinance there does not seem to be a penalty. He wondered if it is something that should be brought to the attention of the Town Council. Ms. Fechter answered that zoning fines are issued at the discretion of the Director of Planning and Zoning. She explained that generally it is a situation where they did not realize that they need prior approval. Once they have been made aware they try to rectify the situation pretty quickly. If it is a situation where they’re not complying with the Town’s ordinance and are not willing to come into compliance then the Director might issue a fine.
There being no further questions a motion was in order.
Ms. Hyde made a motion that the request for approval of signage for Lee Car Wash located at 159 Maple Avenue, W, (Docket No. BAR-16-08), be deferred until such time as the applicant can appear before the Board.

ITEM NO. 2:
Request for approval of signage for CVS Pharmacy located at 260 Cedar Lane, SE, (Docket No. BAR-17-08), in the C-1 General Commercial zoning district; filed by Bill Hellmann, of CVS Pharmacy.
Ms. Michelle Sullivan representing the applicant came forward to present. Samples of colors and materials were passed around for review. Chairwoman Damon asked Ms. Sullivan if she could read aloud the proposed signs for the record. She stated that the rendering submitted for review shows text that is too small to be legible. Ms. Sullivan stated that she too was not certain as her copy also shows signage with very small print. Additional discussion followed and was determined that Ms. Sullivan would have to step out a moment to find out the text information.
After a brief intermission Ms. Sullivan returned with the sign text information. Ms. Sullivan read the proposed sign text for the record. She stated that the first sign reads, “Expect Something Extra.” The next sign reads, “Extra Care Pays You Back,” followed by, “Extra Service,” “CVS Pharmacy,” “Extra Digital,” and “Extra Beauty.” Chairwoman Damon thanked the applicant for the information.

ITEM NO. 3:
Request for approval of a dumpster enclosure located at 301 Maple Avenue, W, (Docket No. BAR-19-08), in the C-1A Special Commercial zoning district; filed by John Cooney, of JCA Architects.
Mr. John Cooney of JCA Architects, representing the application, came forward to speak. Mr. Cooney stated that they are proposing to place a dumpster enclosure at the corner of the entrance off of Pleasant Street, SW. The enclosure will be 4 feet 6 inches tall of board on board construction, stained clear. The dumpster itself will be 3 foot 8 inches tall so that the enclosure will screen adequately. They will also be restriping the parking lot requiring them to relocate the handicap parking and ramp.
Mr. Baldwin stated that the dumpster enclosure will be shorter than the height of the average person. He asked if they considered making the enclosure taller. Mr. Cooney answered that the height is based upon the height of the trash bins that will be used. They are trying to minimize the size of the enclosure as much as possible.

ITEM NO. 4:
Request for approval of exterior building modifications to the Elm Buildings located at 301 Maple Avenue, W, (Docket No. BAR-18-08), in the C-1A Special Commercial zoning district; filed by John Cooney, of JCA Architects.
Mr. John Cooney of JCA Architects, representing the application was present to speak. Mr. Cooney stated that the intent is to replace a single pane window with an insulated glass panel system, which will be similar in appearance. They will also be removing an existing deck located on the side of the building that faces Maple Avenue. He stated that the removal of the deck and placement of the new window will create a more uniformed look to the façade of the building.
Samples of materials were passed around for review.
Mr. Layer commented that what is being requested is not changing in image very much. All of the materials will essentially match. Mr. Cooney agreed stating that the only thing changing is that the view from Maple Avenue will have four additional windows and the deck will be removed.
Ms. Hyde asked if there will be any landscaping. Mr. Cooney answered no explaining that the deck is on the second level.
Mr. Baldwin stated that there are some painted panels located above and below some of the windows. Mr. Cooney stated that those are spandrel panels. The panels currently located there are black. He noted that, additionally they will be removing a wooden trellis located between the two buildings and will clean-up the window frame. The spandrel panel will then be glassed to match as shown on page seven of the plans submitted for review. Mr. Baldwin asked about the panels that are located between the windows. Mr. Cooney answered that they will be constructed of glass. Additional discussion followed regarding the replacement glass to be installed at the site as shown on page seven of the architectural detail submitted to the Board.
Mr. Baldwin asked if they will be replacing any doors. Mr. Cooney answered yes stating that they will be replacing all of the doors. The doors on the first level will be similar in style. The second level has three existing doors that will be replaced with six glass doors. Mr. Baldwin asked what color the doors will be. Mr. Cooney answered that they will be clear glass.
