BOARD OF ARCHITECTURAL REVIEW

MINUTES

September 20, 2007

The Board of Architectural Review met in regular session in the Council Room of the Vienna Town Hall, 127 Center Street, South, Vienna, Virginia, with Shirley Damon presiding as Chair. The following members were present: Roy Baldwin, Laine Hyde, David Lanphear, and Paul Layer. Also present were Linnea E. Fechter, Senior Planner, and Jennifer M. Murphy, Board Clerk.


ROLL CALL:

Ms. Murphy called roll. All members are present.

APPROVAL OF MINUTES:

Ms. Hyde made a motion that the minutes from the August 16, 2007, meeting be approved as submitted. Mr. Lanphear seconded the motion.

ITEM NO. 1:

Request for approval of signage for The Town of Vienna located at 900 Moorefield Court, SW, (Docket No. BAR-80-07), in the RTH Town House zoning district; filed by Cathy Salgado, Director of Parks and Recreation.

Ms. Catherine Salgado, Director of the Department of Parks and Recreation came forward. Ms. Salgado stated that they are proposing to install a marker sign at the former site of the Moorefield House, which is located within the Townes of Moorefield. The marker is part of the overall plan from when it was dismantled. It was the Town Council who decided that something should be installed to indicate the location of the Moorefield House. She presented a photograph of another marker that is located in front of the Community Center. The photograph shows a marker sign that is embedded in stone and will be similar to proposed marker.

Chairwoman Damon asked if the stone is at the site. Ms. Salgado answered yes, explaining that there is currently a pile of stones at the site. They will use the largest of the stones to imbed the marker into. The stone will be placed where the front door had been located.

Ms. Hyde stated that she is recused from the item.

There being no further questions a motion was in order.
Mr. Lanphear made a motion that the request for approval of signage for The Town of Vienna located at 900 Moorefield Court, SW, (Docket No. BAR-80-07), be approved as submitted.

ITEM NO. 2:

Request for approval of signage for La Malagueña Restaurant located at 147 Maple Avenue, W, (Docket No. BAR-79-07), in the C-1A Special Commercial zoning district; filed by Jose B. Vasquez, owner of La Malagueña.

Mr. Jose B. Vasquez owner of La Malagueña came forward to speak. Mr. Vasquez stated that they have just bought the business and would like to replace out the signage to reflect the name of the new business. Samples of materials and colors were passed around for review.

Chairwoman Damon stated that the application shows two options for type styles. She asked if there is one that is preferable or if they are requesting two different type styles. Mr. Vasquez answered no, explaining that they would use only one style of type. Chairwoman Damon asked if they had a preference as to which one they preferred. Mr. Vasquez answered no.

Mr. Baldwin asked for the translation of “La Malagueña.” Mr. Vasquez answered that it is the name of a Mexican song.

Chairwoman Damon asked if Ms. Hyde had a preference of type style being proposed. Ms. Hyde answered that she did not and asked if the applicant could provide a preference. Mr. Vasquez answered that he would prefer the 2nd option as shown on the submitted rendering.

Mr. Lanphear asked if they are only replacing out the existing sign panels and not installing a new sign box. Mr. Vasquez answered yes.

There being no further questions a motion was in order.


Mr. Layer made a motion that the request for approval of signage for La Malagueña Restaurant located at 147 Maple Avenue, W, (Docket No. BAR-79-07), be approved with the addition that the approved letter style will be the block style option as shown in the application.

ITEM NO. 3:

Request for approval of signage for Moton Insurance/Progressive located at 386 Maple Avenue, E, (Docket No. BAR-81-07), in the C-1A Special Commercial zoning district; filed by Susanne Bradley, of Dowling Signs, Inc.

Ms. Susanne Bradley of Dowling Signs, Inc. came forward to speak. Ms. Bradley stated that they are going back to their original proposal, which is to change out the sign panel to reflect the name Progressive.

Chairwoman Damon stated that she preferred the sign without the green noting that it identifies the business much better.

Mr. Lanphear asked if it is only a change out of the sign face itself. Ms. Bradley answered yes. Mr. Lanphear asked if the returns will remain the same. Ms. Bradley answered that the case will remain the same. She noted that the sign has a formed face rather than a flat face panel.

Ms. Fechter stated that the rendering indicates that the sign returns will be blue on three sides. She asked if the material will be of fiberglass. Ms. Bradley stated that it is the sign face itself that will be raised.

Mr. Baldwin asked if the returns will be constructed of Plexiglas. Ms. Bradley answered yes.

Ms. Hyde made a motion that the request for approval of signage for Moton Insurance/Progressive located at 386 Maple Avenue, E, (Docket No. BAR-81-07), be approved as submitted.

ITEM NO. 4:

Request for approval of signage for Potomac Bank located at 414 Maple Avenue, E, (Docket No. BAR-82-07), in the C-1 Local Commercial zoning district; filed by Jon P. Nusbaum, of Patrick Signs, Inc.

Mr. Jon P. Nusbaum of Patrick Signs, Inc. came forward to speak. Mr. Nusbaum stated that they did not realize that the cap and the down lighter for the ATM in the night depository were considered a sign. He stated that staff has since brought it to their attention and, as a result, they are seeking approval for the application. It is a replacement face and down lighter that is composed of the exact logo and same exact colors as were approved for the previous application. Samples of colors and materials were passed around for review.

There being no further questions a motion was in order.
Mr. Baldwin made a motion that the request for approval of signage for Potomac Bank located at 414 Maple Avenue, E, (Docket No. BAR-82-07), be approved as submitted.

ITEM NO. 5:

Request for approval of signage for Plaka Grill located at 110 Lawyers Road, NW, (Docket No. BAR-83-07), in the C-2 General Commercial zoning district; filed by Catherine Drosos, of Mr. Gyro, LLC.

Mrs. Cathy Drosos, owner, came forward to speak. Chairwoman Damon noted that any holes leftover from the previous sign will have to be patched over. Mrs. Drosos agreed.

Mr. Layer asked if the sign will match the other signs located in the shopping center. Mrs. Drosos answered yes. Samples of materials and colors were passed around for review.

There being no further questions a motion was in order.


Ms. Hyde made a motion that the request for approval of signage for Plaka Grill located at 110 Lawyers Road, NW, (Docket No. BAR-83-07), be approved as submitted.
