SPECIAL NOTICES
Winter weather poses particular problems for a water system. Your Vienna Public Works Department appreciates citizen reports of water surfacing on roadways because this is a primary indicator of water main breaks. Water puddling around water meters should also be reported immediately.
Here are some tips for protecting pipes this winter:
- Locate and be able to operate the main shut-off valve, inside the house.
- Prior to freezing temperatures, cut off outside spigots, at inside valves, then drain spigots and leave open. If this is not possible, a trickle of water may be run from spigots as long as the temperature remains below freezing. Detach hoses from all outside spigots and drain them.
- A small trickle of water from kitchen and bathroom faucets will help keep water flowing through the pipes and meter.
- Any interior water lines in unheated areas such as garages should be protected in some manner, for example, by insulation or draining.
- Interior water lines should be protected against drafts entering the house through holes in the walls or vents in crawl spaces.
- Interior water lines touching outside walls above ground level should be insulated.
- Never use an open flame to thaw frozen pipes. Instead, use a hair dryer.

Each spring the Town of Vienna flushes the water mains in its distribution system in order to maintain a high standard of water quality and to ensure proper and efficient operation of the fire hydrants. This preventative maintenance program begins in early April. Water mains are usually flushed between 11:00 p.m. and 5:00 a. m. Flushing may result in some discoloration and the presence of sediment in the water reaching your home or business. These conditions are not harmful and should be of short duration. The Town appreciates your tolerance of this inconvenience.
Sewer backups can be costly, but sewer backup insurance is not! All insurance companies writing homeowner policies in Virginia offer special coverage for damage resulting from backups of drains and sewers, and this additional protection is available at very reasonable rates. For information on obtaining sewer backup coverage, contact your insurance company. The Town's insurance carrier rarely approves claims resulting from sewer backups unless negligence in maintaining the system can be shown. Therefore, residents are encouraged to protect their property by obtaining sewer backup insurance.

- Paid by cash in person only, or by check payable to The Town of Vienna
- Delivered in person to the Finance Counter at Town Hall
- Dropped in the night depository located in the front door of Town Hall
- Mailed to Town of Vienna, 127 Center Street, South, Vienna, Virginia 22180
- Paid at some local banks (Allow 7 - 10 business days for posting to your water and sewer account)
- Paid by credit card either online or by calling 1-888-272-9829, Jurisdiction Code 1095. (A service fee to the credit card provider will apply.)

COMPUTATION OF WATER AND SEWER BILLS
BILLING PERIODS
Water and sewer service is billed quarterly. The water meter is read by a technician during the final month of the billing quarter.
USAGE
The water meter monitors consumption by gallons, but usage is only billed in units of 1,000 gallons. This could result in a small usage fluctuation from one quarter to the next.
WATER SERVICE
The water usage is determined by the change in meter readings between quarters. The appropriate rate for the property location (within or outside Town limits) and type of meter is used to calculate the bill for water service.
SEWER SERVICE
Sewer charges are generally based on the water usage at the property. This assumes that water entering the property leaves through the sewer system.
There are several exceptions to this general process.
- EXCESS USAGE: The excess use rate is lower than the sewer rate. This assumes that during warmer months water used in excess of your average usage does not go through the Town's sewer system. Average usage per quarter is calculated each June 1. The excess use charge applies if usage exceeds your average by 6,000 gallons or 30%. Excess use is only billed from June 1 through November 30 each year.
- CUSTOMERS WITHIN TOWN LIMITS: For billings from June 1 through November 30, sewer charges are capped when excess usage applies. This is if usage exceeds your average by 6,000 or 30%, whichever is lower.
- CUSTOMERS OUTSIDE TOWN LIMITS: (Fairfax County) -- Cycle 6 (account number begins with '6') Some customers receive water from the Town, but have sewer services provided by Fairfax County. For these properties we calculate the average winter usage. This assumes that usage during the winter is the maximum amount that flows through the sewer system in other quarters.
ESTIMATED BILLS
It sometimes becomes necessary to estimate usage. This occurs, for instance, if there is a substantial snowfall and access to the meters is hindered. Estimates will be based on average usage for the property. For new accounts, the Town-wide average of 25,000 gallons is used. For customers with sewer provided by Fairfax County the estimated winter quarter usage is based on the County average of 19,000 gallons for the sewer portion of the bill only.
SERVICE CHARGE
A service charge, dependent upon the size of the water meter, appears on every water bill.

RESIDENTIAL SWIMMING POOLS
If a residential swimming pool is located on your property you may qualify for an adjustment to your water and sewer bill for filling or topping-off your pool. You must comply with one of the following procedures:
PRIOR TO OR ON MAY 22, 2007:
1) Failure of your pool company to complete work before May 22 will not be cause for extending this deadline. We suggest you make this clear to them at the time you schedule pool maintenance.
2) This form must be completed after the pool is filled and returned to the Town of Vienna, Water and Sewer Division, Customer Service no later than June 16, 2007.

AFTER MAY 22, 2007:
1) Notify the Town of Vienna, Water and Sewer Division, Customer Service at least one business day prior to when you intend to fill your pool. An initial meter reading will be taken on this date.
2) Notify the Town of Vienna, Water and Sewer Division when the pool is filled (in no case should this be more than three days from the date of the initial meter reading). A meter reading will again be taken.
3) This form must be completed after the pool is filled and returned to the Town of Vienna, Water and Sewer Division, Customer Service.

Failure to comply with either of the above procedures or deadlines may disqualify this request. Only one adjustment per year will be made to any account.
