COMMERCIAL VEHICLES

The Town Code prohibits the parking of commercial vehicles for more than one hour in any 24-hour period in all residential zones.

However, one commercial vehicle not exceeding 20,000 pounds gross weight may be parked overnight and on Saturdays, Sundays and holidays off the street and on the property of the vehicle's owner or custodian provided that, once parked, it is not moved or operated at any time for any profit-making business or professional enterprise. Between the hours of 7 p.m. and 5 a.m. no commercial vehicle shall be operated, nor its engine run for any purpose whatsoever, nor be driven from its parked location.

Notwithstanding the above provisions, any commercial vehicle may be parked on a residential street for more than one hour while actually being loaded or unloaded or while the custodian of the vehicle is actively performing services as long as the residence is not that of the custodian of the vehicle.

The Town needs the assistance of neighbors in order to enforce these regulations since every street cannot be patrolled around the clock. If you see a vehicle which appears to be in violation or if you have any questions regarding commercial vehicles, please call the Department of Planning and Zoning at 703-255-6341 for vehicles parked off street. TEMPORARY SIGNS

Temporary signs are used to advertise garage sales, real estate sales, and all sorts of business services such as yard work and home improvements. These ads pop up on telephone poles, stop signs, street signs, in yards, and along public rights-of-way.

The Planning and Zoning Department reminds citizens that this clutter of signs is an eyesore and, in most instances, against the Town Code. The next time a yard sale or other activity prompts you to post a sign, please keep the following regulations in mind:

  • It is unlawful to place signs on street lights, telephone poles, markers or other signs, or to place a sign without a permit within 10 feet of the curb or edge of pavement.
  • A maximum of two real estate directional signs may be displayed on Saturdays and Sundays only.
  • The following yard/garage sale signs are permitted: two signs of four square feet on the property where the sale will take place; and two directional signs of two square feet.

LIMIT ON NUMBER OF PERSONS IN HOUSEHOLD

Many residential property owners rent part of their house, townhouse or condominium, or if they own more than one residence, may rent the second. Your Vienna Planning and Zoning Department reminds you that the Town limits the number of individuals who can live in any residential dwelling.

Either a "family" or "family equivalent" is permitted to occupy a single-family home, townhouse, condo or apartment. The Town Code defines these terms as follows:

  • A family is one or more persons related by blood or marriage occupying a single housekeeping unit and using common cooking facilities. In addition to the persons related by blood or marriage, not more than two boarders or lodgers are permitted.
  • A family equivalent is two or more individuals not related by blood or marriage and not exceeding four persons.

Private apartments that are separated from the main dwelling unit and in-law suites are prohibited by the Town Code.

INOPERATIVE VEHICLES

The Town of Vienna is committed to providing residents with a healthy environment and aesthetically pleasing surroundings. To this end, the Town Code seeks to identify and regulate inoperative motor vehicles on any residential or commercial property within the town limits.

An "inoperative motor vehicle" is defined as any motor vehicle, trailer or semitrailer that:

  • Is not in operating condition; or
  • For a period of 60 days or longer has been partially or totally disassembled by the removal of tires and wheels, the engine, or other essential parts required for operation; or
  • Displays neither valid license plates nor a valid inspection decal.
  • In order to keep your property in compliance with the Town Code, all vehicles on your property must either:
  • Be operative and display valid license plates and inspection decal; or
  • Be shielded or screened from view by an auto cover (one vehicle per property); or
  • Display storage tags purchased from the Town (one vehicle per property); or
  • Be parked within a fully enclosed structure.

If you have an older vehicle you would like to get rid of, there are four local charities that will gladly accept it: the National Kidney Foundation of the National Capital Area Inc., the Salvation Army, Best Buddies, and Goodwill Industries. By donating your vehicle to any of these organizations, you will be able to claim a tax deduction for the value of the vehicle.

The Kidney Foundation, the Salvation Army, and Best Buddies will take any vehicle, whether or not it runs. Goodwill Industries, however, requests that your vehicle at least be able to crawl onto one of its drop-off lots.

To donate a vehicle to the National Kidney Foundation, call 202-244-7900 and ask for an odometer statement to complete. This statement, along with the vehicles title, is needed before the foundation can contact you to arrange pickup of your vehicle.

To donate a vehicle to the Salvation Army, call 703-642-9270, or to donate to Best Buddies, call 1-800-213-8800, and provide them with the vehicles information. Their contractors will contact you to arrange pickup of your vehicle.

Goodwill Industries accepts drop-offs at the following locations: 1228 N. Irving St. in Arlington and 7209 Centreville Rd., Manassas. Vehicles are accepted on Saturdays from 8 a.m. to 4 p.m. For more information, call 202-636-4225.

YARD SALES

Yard sales are a great way to recycle all the things you no longer need. Your Planning and Zoning Department would like to remind residents of the Town's regulations regarding yard/garage sales:

  • Each residence and/or family household may conduct no more than two sales during any calendar year. There is no permit required.
  • Each sale must be conducted during daylight hours for no more than two consecutive weekends (Saturday and Sunday).
  • To advertise your sale, two signs of not more than four square feet each are permitted at the residence where the sale is being conducted.
  • Four additional signs of not more than two square feet each are permitted, as directional signs, provided permission is received from the owners of the property where the signs are to be placed.
  • No sign may be exhibited more than two days prior to the start of the sale.
  • Signs are not allowed in Town right-of-way (10 feet from the curb or edge of pavement) or on utility poles. All signs placed illegally will be removed.
