Administrative Division

Duties: Plans, budgets and oversees the operation of the Public Works Department. It is responsible for reviewing and approving site and subdivision plans, erosion and sedimentation control plans, lot grading plans, demolition plans, plumbing, street cut and occupancy permits, FEMA flood plain program, field administration of construction contracts, estimating costs of construction projects, planning CIP Water and Sewer projects, and developing long term infrastructure maintenance plans, long term equipment replacement plans, scheduling work projects, maintaining work data and copies of house plats, issuing permits, maintaining and developing infrastructure maps for facility maintenance, and preparing and submitting the annual Departmental budget. It is also charged with overseeing maintenance of the Town's infrastructure, resolving citizens' concerns and responding to various inquiries concerning information on services and Departmental functions, preparing all departmental work orders including those for special pickup and mulch deliveries, responsible for department's payroll, inspecting new construction, and maintaining the traffic signal system.

Specific Activities: The Administration Division is developing plans for several public improvement projects, overseeing construction of the sidewalk, curb and gutter, water and sewer line replacement projects under CIP funding. Also, water storage tank maintenance, as well as the administration of the annual contracts for asphalt overlay, concrete repair, building maintenance, traffic signal maintenance, and numerous other ongoing maintenance contracts.

Statistics: The Administration Division received and responded to 477 e-mails issued and followed up on 634 work orders and 318 citizen concerns. The Director received 763 permits and plans with 385 building permits recorded. There were 167 special assignments from Town Council, the Town Manager's Office, Boards/Commissions and Citizens. The Administration Division received 2,888 requests for special pickups and 936 mulch deliveries. In addition, the Division issued 254 plumbing permits and made 95 calls to Miss Utility.

Street Maintenance Branch



Duties: The Street Maintenance Branch is responsible for snow removal, leaf collection, asphalt repair, special pickup collection, leaf and wood mulch processing and delivery, storm drain maintenance, street sweeping, and the maintenance of traffic markings.

Specific Activities: The Leaf/Brush Pickup program is responsible for the operation of the curbside leaf collection program in the fall and the special pickup program.

The leaf collection program conducted by Public Works crews includes the curbside collection of leaves which are stockpiled at the Beulah Road Mulch site and processed through the tub grinder for recycling and redistribution in the form of mulch for use by Town citizens.

The special pickup program includes the collection and recycling of brush and metal. The special pickup program also includes the collection and disposal of building materials, furniture and other types of debris.



Statistics: In FY 05-06, the Street Maintenance Branch responded to and completed 2,788 Special Pick-ups resulting in 492 trips to the landfills and 880.3 tons of brush. The Division installed 1,351.6 tons of asphalt. It collected 15,850.6 cubic yards of leaves, applied 247.5 tons salt, 162.5 tons of sand, and 950 gallons of magnesium chloride for snow removal, applied 32.5 gallons of traffic paint. This division swept 60 miles of streets and delivered 940.6 loads of leaf and wood mulch. This division assisted the Sanitation Division during employee shortages comprising 58 days, (464 man hours).

Vehicle & Equipment Maintenance Division

Duties: The Vehicle and Equipment Maintenance Division is responsible for maintaining and replacement of all vehicles used by the Public Works, Planning & Zoning, Parks & Recreation, Police Department and the Town Manager's Office.



Specific Activities: Completes preventive maintenance of all Town-owned vehicles and equipment and perform all phases of automotive and equipment repairs. Completes state inspection on all required vehicles and equipment. Collected and maintained data on all vehicles and equipment. Maintained records and submitted documentation to VDOT for Accounting of Expenditures and Certification of Street Payments. Prepared specifications for bidding and/or procured four police sedans, five pickup trucks, one single axle dump truck, one rodder truck, one tandem axle refuse truck and one asphalt paver with tandem axle trailer. Research and obtain rideable contract and oversee auction of used vehicles and equipment. Prepared yearly budget for Director's approval. Updated and revised the Vehicle Replacement Program. Manage a citizen recycle program for motor oil, antifreeze and batteries. Oversee and maintain Northside Facility.

Statistics: In addition to 180 various pieces of small equipment, its employees maintain 24 sedans, 25 pickup trucks, 5 motorcycles, 2 vans, 7 one-ton trucks, 11 single axle dump trucks, 4 tandem axle dump trucks, 5 tandem axle refuse trucks, 1 aerial lift truck, 1 wrecker, 1 step van, 2 SUV, 2 loaders, 2 backhoes, 6 leaf machines, 1 street sweeper, 1 sewer jet, 1 sewer rodder, 1 knuckleboom, 1 tub grinder, 1 asphalt paver with tandem axle trailer, and 6 Sand Spreaders.

General Maintenance Division

Duties: The General Maintenance Division repairs and replaces curbs, gutters, sidewalks, driveway aprons, and catch basins. This division also maintains the brick sidewalks and crosswalks, bus shelters and benches and installs holiday decorations on Maple Ave. and Church St. In addition this division is responsible for building maintenance of Town Hall, Police Department, Freeman Store, Bowman House and Nutley Street Property Yard. This division makes, installs and maintains all traffic signs throughout the Town. The crew inspects catch basins and storm water management facilities. During the fall the division assists the Street Maintenance Division with leaf collection. During the winter assists with salting, sanding and plowing snow.



Statistics: Concrete work resulted in resolving 31 complaints.

General Maintenance responded to 145 work orders pertaining to maintenance and repair of Town buildings, installed and removed Holiday Decorations on Maple Avenue, Church St., and Town Hall. Repaired and replaced bollards on Church St., responded to 63 sign maintenance complaints, replaced 11 traffic signal bulbs and 34 LED traffic lights and installed and removed 20 banners on Maple Avenue.

In addition, General Maintenance provided labor for 52 days, (416 hours), assisting the Sanitation Division during Sanitation Division worker shortages.

Sanitation Branch

Duties: The Sanitation Branch is responsible for collection of residential solid waste. Solid waste includes regular trash and recyclable items; such as, newspapers, glass, plastic, metal cans, brush and other yard waste.



Statistics: Sanitation employees during calendar year 2006 collected and disposed of 5,427.64 tons of regular household trash, 1045.70 tons of yard waste. In addition, they collected 456.40 tons of glass, metal cans and plastic jugs and 1421.41 tons of newspaper.

Snow Removal

Duties: This activity provides snow and ice removal from all streets located within the Town's corporate limits.

Statistics: During fiscal year 05-06 Public Works personnel applied 247.5 tons of salt and 162.5 tons of sand and 950 gallons of magnesium chloride.

Building Maintenance Division

Duties: This activity maintains and repairs all Town-owned buildings to include Town Hall, Police Headquarters, Bowman House, Freeman House, the Community Center, Nutley Street Property Yard, and the Northside Public Works Facility. It also includes Contractual custodial services for Town Hall, Police Headquarters and the Northside Public Works Facility.

Specific Activities: The interiors of Town Hall, Police Headquarters and the Northside Public Works Facility are cleaned on a daily basis. All fan coil HVAC units are serviced biannually.

Traffic Engineering

Duties: Traffic Engineering operates and maintains the traffic signal control system and does all electric work for the Town of Vienna.



2007 Statistics: During the year this activity replaced 11 traffic signal bulbs, and 34 LED traffic lights. In addition, Traffic Engineering responded to 73 calls pertaining to traffic signal maintenance.

In addition this Division contributed 406 man hours towards the construction of the police facility in the Town Hall basement.

Water & Sewer Division

Duties: The Town of Vienna Water and Sewer Division has been in business nearly eighty years with fire hydrants dating back as far as the early 40's. The water system is a distribution system consisting of approximately 131 miles of pipe ranging in size from 1.5 inches to 16 inches in diameter. The majority of Town pipe is cast iron with approximately 20% ductile iron. The latter is a cement grout lined pipe of far superior tensile strength. These are the primary operating factors pertaining to the location and frequency of water main repairs.



The Town water system extends beyond the town limits by one to two miles in some spots and we serve approximately 14,000 residents of the Town and 4,000 more outside of the Town. The Finance Department manages billing and all individual unit requests/complaints such as turn on's and turn off's, high bill questions, and water quality aesthetics complaints. The meter section reads all water meters four times a year and carries out a wide range of work orders and complaints as well as conducting the Town's water quality sampling and analysis. Sampling is done on schedules required by the USEPA and the Commonwealth Office of Drinking Water. The drinking water supply is one of the most highly regulated and tested industries in the country and is one of the ten most critical infrastructures as classified under the Infrastructure Vulnerability Act taken in response to the terrorist attack of 9/11. Each homeowner receives our annual Consumer Confidence Report on water quality along with updates on current regulatory changes and requirements. We are currently developing three new programs and expanding one existing program by 300% pertaining to the number of required samples. It is a highly refined public health and chemistry/physics oriented field with the need for licensure in Virginia to be considered qualified to run the system. The Water and Sewer Division currently employs four waterworks operators within its operation.

The other main function of the Division is to maintain and repair the physical plant. In FY 07-08 we have repaired 71 water main breaks while applying all road repair material and removing all spoils, i.e., approximately 1,500 tons of stone and 50 tons of cold mix asphalt. We also perform plumbing functions in Town facilities like all of the parks, Town Hall, Community Center, Police Station and the Northside Public Works Facility. This year we spent hundreds of man hours on contractor review, construction oversight, fire hydrant maintenance and VDOT road repair projects. We provide plan review through finished project inspections pertaining to the Town Water and Sewer systems.

The Sanitary Sewer system consists of approximately ninety-five miles of pipe ranging in sizes from four to twenty seven inches in diameter. The material is primarily reinforced concrete pipe but with a smaller amount of terra cotta clay pipe, cast iron and ductile iron. No asbestos transite pipe was used in the corporate system. The collection system delivers sewage by trunk line to three treatment plants. These facilities are two Fairfax County plants and Blue Plains by way of the Joint Sewage Interceptor which flows from Colvin Mill to Blue Plains by the operation of County sewage lift stations. The cost of sewer treatment is approximately 20% higher than the cost of the water. In the last ten years it has been the most rapidly changing also. New SSO (Sanitary Sewer Overflow) Regulations set strict amounts of environmental discharge allowable, the removal/disposal methods required and reporting requirements along with punitive measures which are mandated by the Virginia State Legislature. All of these are administered by The Virginia State Water Control Board within The Virginia Department of Environmental Quality, (DEQ). The Town is required to inspect and clean every pipe within the system approximately every four years. We run three crews to perform TV. inspection, pressure cleaning/root cutting, and mechanical rodding of the sewer mains. This is currently accomplished by six men, one of which is primarily administrative and the records are kept up by our clerk who logs all maintenance tasks onto the W&S database. Crews are exposed to a very great health risk due to blood borne pathogens and any other imaginable contaminant. A full range of safety equipment is provided. We also conduct all emergency response to backups and the pursuant investigations and reporting. Upon verification of Town responsibility the Town will arrange for and provide cleanup crew(s).

2007 Statistics: During FY 06-07, 44 water breaks, 13 sanitary sewer lines and 110 fire hydrants were repaired; 4 large meters were replaced and 650 fire hydrants were flushed. In addition, crews cleaned 56,000 linear feet of sanitary sewer using the sewer rodder and sewer jet to remove grease, roots and other debris. The TV inspection unit evaluated 59,000 linear feet of sewer line for defects, misalignment and infiltration/inflow.
